  • A legal team specialized in the configuration of tenders, the drafting of tender specifications and follow-up, and the treatment of incidents and appeals in accordance with the current regulations of the Public Sector. 

How it works?

Hiring services or products with CSUC's Joint Procurement requires the interested institution to adhere to the corresponding framework agreement, centralized purchase or dynamic acquisition systems (SDAs). 

Once the membership has been made, the institution has full access to a collaborative space with the specific information related to that purchase, which includes the following: 

  • The catalogs of goods and/or services, the corresponding prices and the suppliers' information contact. 
  • Instructions for the acquisition of goods and/or services. 

Joint Procurement distinguishes between two tendering procedures: Framework Agreement and Centralized Purchase. 

Framework Agreement

In the case of Framework Agreements, member entities have access to a set of approved suppliers, who have catalogs of goods and/or services with maximum pricecs or minimum discounts. 

Completing the process of acquiring the necessary goods and/or services requires the institution to carry out a simplified procurement process through a contract based on the Framework Agreement in question. 

Buying through a Framework Agreement entails reduction of time and less administrative procedures, in addition to other benefits. 

Centralized Purchase

In the case of Centralized Purchases, member entities have access to a set of goods and/or services provided by a specific supplier and with fixed prices. 

Completing the process of acquiring these goods and/or services, if applicable, requires the entity to only place an order with the supplier. 

The Centralized Purchase compels the institution to buy the services or products indicated in the contract. 

Dynamic Acquisition System (SDA)

The SDAs are purchase rationalization systems that offer a high degree of flexibility and, therefore, are the models indicated for purchases that require this greater flexibility. The SDAs allow the entry of new suppliers and products throughout the duration of the contract, which favors a high number of offers and, therefore, increases competition.
